ServiceNow Launches Arc and Ties Agent Rules to NVIDIA Hardware

On October 21, 2026, ServiceNow announced the general availability of Arc, a personal AI agent for enterprise employees, at NVIDIA GTC in Berlin. Arc is a long-running agent that can plan tasks, execute work across enterprise systems, write code, and operate with limited human involvement.

In plain terms, ServiceNow is giving every employee a personal AI assistant that can do real work on its own, while letting IT departments set the boundaries on what it is allowed to touch.

Arc is governed by ServiceNow's Super Intelligence Control Tower and enforced at runtime by NVIDIA OpenShell. Alongside Arc, ServiceNow announced that its AI Passport credential will integrate with NVIDIA OpenShell and NVIDIA BlueField data processing units to enforce agent policies in hardware, not just software.

Arc ships at no additional cost with ServiceNow EmployeeWorks subscriptions across Foundation, Advanced, and Prime SKUs.

On May 21, 2026, the board of a federal bank voted unanimously to lend nearly $3 billion to build a gold mine on American soil. Congress got 25 days notice. Nobody objected.

Final papers are expected in the second half of this year. The day that ink dries, three things happen at once: funding risk goes to zero, the U.S. government becomes financially fused to the project, and Wall Street re-rates the stock from speculative developer to federally backed strategic asset.

One more detail. The company's own filings cite "substantial support and partnership from the Department of War," a phrase we've never seen on a gold project. The reason: alongside its gold, the deposit holds a metal China formally banned from export to the United States. The only domestic reserve in the country.

The company is about one fiftieth the size of Newmont.

The Company Behind It

ServiceNow Wants to Own the AI Agent Control Layer

ServiceNow is a public enterprise software company best known for IT workflow automation. Its platform processes more than 100 billion workflows per year across IT, customer service, and HR departments.

The company now positions itself as the governance layer for all AI agents in the enterprise, not just its own. That ambition goes beyond selling workflow tickets: ServiceNow wants to be the mandatory checkpoint every AI agent passes through before taking action.

NVIDIA provides the hardware enforcement. Its OpenShell runtime sandboxes agent execution, and its BlueField data processing units can enforce policy decisions at the chip level.

Why This Matters Financially

The Agent Is Free Because the Control Tower Is the Product

Arc costs nothing extra for existing customers. That pricing tells the strategic story.

ServiceNow is not trying to sell an AI agent. It is trying to make its platform the place where every AI agent in the enterprise gets its permissions.

Giving the agent away creates adoption. Adoption creates governance data.

Governance data makes the Super Intelligence Control Tower harder to remove. The deeper AI Passport embeds into a company's agent infrastructure, the higher the cost to move governance to a competitor.

Tying enforcement to NVIDIA's silicon adds another dimension. If a company's data center uses BlueField DPUs reading ServiceNow's AI Passport, replacing ServiceNow means replacing the governance stack from software down to the chip.

Limits and Uncertainty

The Full Architecture Does Not Exist Yet

Arc is generally available on Mac, with Windows support expected within weeks. AI Passport enforcement through NVIDIA OpenShell and NVIDIA BlueField is not yet shipping and is listed for a future release.

Microsoft Copilot, Salesforce Agentforce, and Google's Gemini agent all compete for the enterprise AI assistant market. Each is embedded in its own platform ecosystem with its own approach to governance.

Launching an AI agent is one thing. Convincing IT departments to route every agent in the company through a single governance layer is another.

The announcement matters because it links agent behavior to hardware-level enforcement. The real impact depends on whether AI Passport ships as described and whether enterprises decide agent governance is a platform decision rather than a feature they expect from each vendor.
